The CSSIW undertake an annual evaluation and review of Local Authority Social Services and provide over all judgements on strengths and areas for development. The evaluation and review process takes account of all available sources of evidence including the Annual Report of the Director of Social Services and the evidence which supports this along with the views of other auditors and inspectors as well as their own regulatory work. The process links closely with the Wales Programme for Improvement and Annual Letter from the Wales Audit Office.

The CSSIW assessment reflects the areas of strength and areas for development identfied in the Director of Social Services’ Annual Report which was presented to County Council on 13th July, 2011 and comments on the evidence showing improved leadership and direction in Adult Services and Children’s Services continuing to perform well across most areas with evidence of strong, effective leadership.

Concern was expressed at the tremendous increase in legal costs appertaining to children’s services. Council was advised that this was due to the introduction of new change guidance which was proving problematic as some aspects conflict with the requriements of the Human Rights Act.

RESOLVED that the following recommendation of the Executive Board be adopted:-

“That the report be noted.”

Council was informed that the Executive Board, at its meeting held on 23rd January, 2012 (Minute 3 refers) considered a report on the Review of Polling Districts, Polling Places and Polling Stations.
