RECOMMENDATIONS / KEY DECISIONS REQUIRED:
That Council endorse the Preferred Strategy for public consultation (a period of eight weeks as opposed the six week statutory period).
It should be noted that the Preferred Strategy is a work in progress and will be developed further up until the Council meeting on the 08 July.
Authority is sought for officers to correct typographical and grammatical errors and to make, where necessary, those amendments to the Preferred Strategy which will not fundamentally alter its contents.

REASONS:
The detailed report outlines progress on the preparation of the Local Development Plan in accordance with the approved Delivery Agreement and critically, indentifies the next step as the endorsement of the Preferred Strategy for Public Consultation
The Delivery Agreement (DA) is a public document, incorporating a project plan and its policy for involving the community in LDP preparation. It is an agreement between Carmarthenshire County Council and the Welsh Assembly Government (WAG) and relates specifically to the Local Development Plan. And details the following:
Project Management Timetable: A realistic timetable detailing the various stages of the preparation and delivery of the Local Development Plan (LDP) and how the process of the Plan preparation will be project managed. This timetable will also state the resources that will be required at each stage.
Community Involvement Scheme (CIS): The CIS sets out the authority’s principles, strategy and mechanisms for early and continuous community and stakeholder engagement throughout the LDP process.
Preferred Strategy: The Preferred Strategy sets out the key elements of the LDP over a 15 year period and is the framework for the preparation of the Plan. The Preferred Strategy is currently being finalised and will be completed and presented to Council on 8th July 2009. The attached report sets out the key factors relating to the Strategy and its preparation.
